Before you can rent an apartment in Italy, you need a tax code. Before you can register that rental, you need it again. It is free, it is the easiest document on the whole list to get early, and almost nobody mentions it until they are standing in Italy without it.

The codice fiscale is a 16 character code that identifies you to the Italian state. For citizenship by descent, you need it for one very practical reason: a rental contract cannot be registered without it, and the registered contract is what you use to declare your presence and then your residence. Having it before you land makes everything that follows move faster.

Get It Before You Arrive

If you do not live in Italy, you apply through the Italian consulate or embassy that covers where you live. In the United States, the Ministry of Foreign Affairs lists every consulate and the states it covers.

Each consulate sets its own rules. Some ask you to email your documents, some to mail a packet, and some to book an in person appointment through their portal. Look on your consulate's website under consular services for the tax code page, and do exactly what it says.

What to prepare:

The consulate processes your request digitally and emails you a stamped PDF, the Certificato di Attribuzione, with your 16 character code. Save it, and print a copy for your landlord.

Tip

Start this a few weeks before your flight. Consulates work at their own pace, and an appointment based consulate can be booked out.

If You Are Already in Italy

You can still get it, and it is usually free and quick. The office that issues it is the Agenzia delle Entrate, the Italian revenue agency.

In person (recommended)

Find your nearest local office on the Agenzia delle Entrate website and book a timeslot online or in their app. Some offices take walk-ins early in the morning, but an appointment saves you a long line. Offices usually print your certificate on the spot.

Bring:

By email or certified email (PEC)

If you would rather not visit an office, many provincial offices accept your packet electronically. Find the email or PEC address of your province's Ufficio Territoriale on its website, then scan and send your completed AA4/8 with clear photos of your passport and entry proof. They email back a signed PDF within about 5 to 10 business days.

When You Do Not Need To Do Any of This

If you moved to Italy on a work or family reunification visa, the code is generated for you during that process. For other visas, the Questura assigns it when you attend your fingerprinting appointment. Most people applying for citizenship by descent are not in either group, which is why this step catches them out.

Where It Fits in the Process

The codice fiscale is the step before the steps. After it comes declaring your presence at the Questura, registering your residence with the Anagrafe, and filing your citizenship request at the comune.
